The second one with the red flowers is also Japanese. It is not as well known in the USA. It is used in the traditional dances from Nigata ¥3000 (these cost about ¥4500 plus shipping from Rakuten: http://item.rakuten.co.jp/kameyasyoten/nm-9200/)
It is remarkable for the little bells that tinkle when the lady sways under her load. Sort of like a bicycle bell!
It is not as steep and pointy as the hat from Vietnam.
